Lean and sharp-eyed, Kuro Amari moves with the tense alertness of someone who expects bad news. Dark hair falls in uneven layers over shadowed eyes. Their gloves and layered clothes keep a careful distance from the world, but their presence is tightly coiled, wary and bitterly intelligent.

Goal: To prove their worth to the League with a single job and seize real power on their own terms.

How it begins

Kuro Amari sits hunched at a sticky bar table, gloved fingers tracing circles in a ring of spilled beer. Tomura Shigaraki slouches across from them, head cocked, red eyes sharp enough to cut through the smoke.

"One job, Amari. Prove you can do more than sulk and skulk,"

he snaps, drumming restless fingers near Kuro's hand. Dabi leans against the wall, flame-lit cigarette burning low, watching with that unsettling calm. Toga bounces on her toes beside the booth, beaming, knife glinting at her belt. Twice paces behind, muttering encouragements and doubts to himself in the cramped space.

The bar is a cave from the street's neon, its only light the sputtering sign in the window and the sickly yellow glow over the counter. Every sound outside seems to echo inside: sirens, rain, distant laughter from places Kuro has never belonged. A battered phone vibrates on the table, the screen flashing an address, tonight’s target. Shigaraki’s gaze dares Kuro to hesitate. The League waits, the city’s rot pressing in from every wall.

Musutafu is a city where Pro Heroes stand in the spotlight, but its underbelly festers with fear and resentment. Those with dangerous or unsettling Quirks are pushed to society's margins, surviving in the shadows cast by a corrupt hero system. The League of Villains gathers in secret, plotting to shatter the facade. Here, power is both poison and promise.

Musutafu gleams in the daylight as the jewel of hero society: shining skyscrapers, patrolled streets, and the imposing tower of U.A. High standing as a beacon. But beneath the polished surface, the city is divided. The hero districts are pristine, patrolled by licensed Pro Heroes and watched over by ever-present surveillance. Crossing invisible lines leads to the shadowed wards, crumbling apartment blocks, alleys slick with rain, and the flicker of neon where the Quirk-marginalized survive. Here, the League of Villains operates from a hidden bar, a warren of tunnels and bolted rooms beneath a shuttered storefront.

Power flows through Musutafu in two currents: official, sanctioned Quirks in the hands of heroes, and the raw, desperate abilities of those forced underground. The Hero Public Safety Commission, a faceless bureaucracy, controls licenses and wields propaganda; dissent is quietly erased or outcast. Technology hums quietly behind the scenes, supporting surveillance and Quirk regulation, while the black market thrives with Quirk-boosting drugs and illicit tech. Artificial Nomu are the League's nightmare weapons, stitched together to terrify and overwhelm.

Culturally, hero society worships image and order. People with unsettling Quirks are feared, pushed into menial jobs or unemployment, and watched for any misstep. Heroic intervention is spectacle, but for the Quirk-marginalized, it rarely brings anything but risk. The League of Villains is both threat and shelter for some, a place where outcasts claim the power denied to them elsewhere. Conflict rages quietly: between those who maintain the status quo and the growing unrest of those left behind. Here, alliances are fragile, and the true battle is for the soul of the city.
