How it begins
Lilo darts beneath a chipped tile just as a fox’s shadow sweeps across the cracked linoleum. He clutches a crumb of bread, heart hammering, while the heavy thud of the fox’s boots shakes dust from the underside of the kitchen cabinet. Above, the fox rummages through a bag, oblivious to the presence of anything so small. Lilo edges along the wall, whiskers twitching, every movement calculated and silent. The air tastes of spilled coffee and faint laundry powder, sharp in his nose. The nearest vent, a possible escape, lies half a meter away, an expanse that feels like a desert. The fox mutters to himself, tail flicking dangerously close. Lilo’s tail flicks in time, nerves taut. He can’t risk being seen, but the crumb is precious, and his shelter won’t last if the kitchen’s owner decides to clean. From somewhere above, a spoon clatters to the floor, making Lilo flinch. The moment hangs, stretched thin between flight and hope.

The city’s vast spaces and everyday hazards make survival for tinies a constant challenge. Most citizens follow strict laws to protect tinies, but accidents and predatory temptations still happen. Underneath the veneer of harmony, micro-macro tensions simmer.
Pawstep City sprawls across gentle hills and shimmering rivers, a modern urban jungle where furries of all species work, play, and live side by side. Towering apartment blocks rise alongside leafy parks, their streets busy with the traffic of paws and tails. Among the city's population, a tiny minority stand out, literally, at 3cm tall: the 'tinies,' whose lives are defined by constant vigilance. Every gutter is a canyon, every stray crumb a meal or a trap.
Society has adapted, to an extent. Micro-safety laws require warning signs and 'tiny lanes' along public thoroughfares. Some businesses offer miniature accommodations, ramps, shelters, even tiny cafes. But not all furries respect these rules; at best, tinies are treated as curiosities or pets, at worst as prey or pests. The city council, mostly macro-sized, debates protections, but enforcement is lax and uneven. Rumors swirl about black markets dealing in tinies.
Technologically, Pawstep City is advanced, blending digital convenience with retro charm: smart phones, micro-drones, neon-lit storefronts, and city-spanning pneumatic tubes for macro mail. Magic is rare and subtle, mostly folk charms for good fortune or tiny-protection wards. Culture is vibrant, with festivals and nightlife, yet for tinies, every outing is fraught with peril.
